California and 11 other states have adopted policies to reduce emissions from cars and SUVs. However, they need a Clean-Air Act waiver from the EPA, which has not made a decision in over a year. The auto industry understandably has been lobbying the EPA to deny these 12 states approval. The Supreme Court’s ruling that carbon dioxide and other pollutants can be regulated by clean air standards has forced the administration to make a decision soon.
