On Earth Day 2007, New York City Mayor Michael Bloombergproposed a plan for charging car drivers $8 and truck drivers $21 a day to enter Manhattan’s central business district from 6 am to 6 pm. The money collected would be used to improve public transportation and roadways. Congestion pricing, already in place in London, Singapore, and other European cities, aims to reduce vehicle use and traffic, improve air quality by reducing pollution and encourage use of mass transit. The New York State legislature shelved the proposal on July 16, 2007.
